The state advanced from the old certification system to the new one in 2003.
Today, you cannot draw blood in CA if you are a practicing phlebotomist before meeting some basic requirements.

California Phlebotomy License Application
In California, you are allowed to submit your application form for a phlebotomy license in either a hard copy or in soft copy online at the health department website.
You will be required to pay a non-refundable fee of $100 when sending your request.
Documentation such as completion of the training course certificate and verification of experience or training is required. Other important documentation includes State-approved examination, required during the online application.
However, official transcripts must be directly mailed to the government agent, Laboratory Field Services (LFS). And must be addressed to Phlebotomy Program CDPH. The LFS website can be accessed here.
California Phlebotomy License Verification
The responsibility of verifying phlebotomy license in California is under the Laboratory Field Services (LFS).
In the application, you will be required to submit your documentation for work experience or clinical training and academic coursework to qualify for licensure.
LSF does not accept work experience gained in working as an unlicensed laboratory staff person to get a clinical laboratory license.
Also, pharmaceutical/biotech, student laboratory, research, veterinary, academic, and forensic training or experience don’t count toward acquiring a clinical license.
Another uncountable documentation for certification is an on-the-job phlebotomy experience in a blood bank.
However, you can be certified if you have on-the-job experience that comprises the collection of blood for purposes of testing from patients of different ages.
It includes the experience of varying obesity and health status, and in geriatric and pediatric.

State of California Phlebotomy License Verification
Until August 15, 2016, verification of phlebotomy license in the state of California was done by the American Association of Collegiate Registrars and Admissions Officers (AACRAO).
However, services for educational transcript evaluation were discontinued.
However, LFS can accept any educational transcript evaluations done by existing affiliates of the National Association of Credential Evaluation Services (NACES).
They also recognize verifications from endorsing organizations of the Association of International Credential Evaluators, Inc. (AICE).
According to California state law, phlebotomists must use testing personnel licensed by the Municipality.
California Phlebotomy License Renewal
Holders of phlebotomy certificates and licenses in California are notified approximately 120 days to renew their licenses or certificates before the date of expiry.
Application for the renewal and payment must be sent more than 120 days to this date.
LFS takes about 90 days to process after receiving a complete renewal application to issue the certificate or license. A complete renewal package must include fees and documentation of all continuing education courses.
The processing of the issue is delayed if an incorrect or incomplete application is sent.
NB: An incomplete or incorrect application will delay the processing of the application.
To know whether your request is approved, you must check if LFS has posted the approval on its license and certificate verification page. They send you a hard copy of the license via email.
But, meanwhile, you can temporarily use a screen print of their approval notice as proof of certification or license. It takes between two and six weeks to get the license.

The approximate renewal fee is $260.00 and is broken down as follows:
- Fee for a background check – $50
- Fee for initial certificate – $60
- Application fee – $150

Are you wondering if you can transfer your phlebotomy license from another country or state to California? Well, this state lacks “reciprocity.”
However, if you meet their Application Requirements, it is possible to transfer your license to California. You must also prove in your application packet that you have passed an exam from accredited verifying organizations.
